I think this sort of conflicts with the minimalist UI concept outlined in #6.

yes, for the minimalistic ui it would be less than ideal. in our use case we just want the insert buttons (image, link, document) to be on a row of their own. and if people need to create lots of formatting options plugins, multiple rows will still look better than one oversized row.
if you don't like the option, how about allowing to set a css class for a plugin? or automatically set one from the command name. then it would be possible to achieve whatever layout is desired with just css... and it could be nice for icons as well...
