This occurs due to the TaskPool::scope call yielding to the task executor, which will block if it steals a long running task. The only way around this likely is to build a fixed sized channel with all of the batches, spawning tasks that might run one or more batches, and terminating once the channel is empty. All without yielding to the async executor. This would likely require a TaskPool::spawn_unchecked of some kind.
