In PWM mode, you can use the "multi gain" parameter as a sort of throttle range calibration. However, it only goes up to 1.25x, which will not be enough in your case.
There are no plans for further support of throttle range calibration in PWM mode.
But if you look at the code where the multi gain is applied, you can make the changes required to get what you want :).
