Implement other community profile files in the template about copier-python HOT 3 CLOSED

Things like CONTRIBUTING.md should be housed in template, while issue templates and such can reside in blakeNaccarato/.github.

Well, this one is finally complete. I've seen projects tend to move towards a philosophy of "Issues are for bugs and actionable work items only," which is enabled by Discussion forms and other recent GitHub features. Waiting until these features arrived made for less churn in this config, which we'll keep for awhile and see how it works before making any significant changes.

Will need to document the expected Discussion and Issue Labels in repository setup, though, but the labels have been chosen so that a vanilla repo with default labels will still work.
