Implement the react SB page as a block about sb HOT 3 CLOSED

The page template will include a new block bigram/reactsb.
This will duplicate the logic from the page-sb.php file from the genesis-SB theme.
It will be implemened in the bigram plugin.

The SB page will look like this on first display.

Note: The page-footer template part isn't included in this page template, and there's no sidebar either.
The area for the react-SB output is set to "wide".
