The local config object that is being populated in the if...else statement is being used in the first loadFiles() call. Then after those files are loaded, the common CSS file that should be part of your application get's loaded using another loadFiles() call. The reasoning behind this is that It is often helpful to load application specific CSS files after library CSS files, because of CSS specificity (the latter CSS loaded selectors take precedence if they are an exact match).

Keep in mind that the latest release uses the @import tag to organize CSS files into one file. This was used so that the Require.js optimizer could be used to optimize the production CSS file as well.
