I'm afraid I can't reproduce this - creating a new rails 3.2.8 project, adding the haml-rails and will_paginate-bootstrap gems and rendering the pagination gives me the correct markup.
Perhaps you could try creating a new plain ERB view, rendering the pagination there and seeing if the problem still persists. Then at least you'll know whether the issue is related to HAML or not.

Actually I've just seen that in your fork you've fixed it by using the rails tag generator rather than the built-in will-paginate one. Seems unlikely, but maybe somehow that tag method has being redefined or has been changed?
