I can't confirm that it is free to use.
It is just copy of demo-theme with minified js/css files. As was mentioned in readme.md, i am not a developer of this theme.
I also can't find information about license anymore.

I Google for "ACE admin Bootstrap" and found that this template is at these websites.

From the link on wrapbbostrap.com I go to the author's Twitter here and found that this template is now retired here.
And no one can confirm is it free or about its license.
