This is not a pi-apps problem. There seems to be an issue with the way your OS receives updates, and Pi-Apps simply exposed the problem that was already there.
It could be an issue with your internet connection, for example.
Try going to http://raspbian.raspberrypi.org/raspbian in a web browser.

my internet connection is good and i can watch youtube without any problems but pi apps still fails to install

Your OS is choosing a .net.in mirror for raspbian.raspberrypi.org. this is an India based domain and it appears that multiple other users are having issues connecting to it

does your /etc/apt/sources.list have this mirror explicitly specified or is the request being redirected to it?

run this in terminal and report the output

cat /etc/apt/sources.list

I got a github email notification from @Viktamfrver that the apt sources.list contained this:

deb http://raspbian.raspberrypi.org/raspbian/ bullseye main contrib non-free rpi

I have emailed the raspbian foundation through the proper methods asking that the problematic mirror be removed.
However I do not think they will do so since the http://raspbian.mirror.net.in/ is the only existing mirror in all of India which as mentioned in the discord is one of the largest markets for the raspberry pi. I think the reality is there need to be MORE india mirrors, not less, and this issue is likely overloading of the single mirror.
