At the moment, I don't think this would help us, because Metadata is only used as a general key/value type when writing out a default data store. The most important interface, the API surface, is already specific about metadata kinds by using paths like /metadata/affected-services. I like the idea, though, and we should keep it in mind if we do anything more advanced with metadata.
@iliana, do you have any more thoughts on how this could be used now, or is this safe to close until we have a more concrete use?

I think we can keep longer-term issues around. Some tags might be useful to categorize them as not immediate wants.
