CORRECTION: The second disk will provision if I set the first disk block to use interface = "scsi0" and the second to use interface = "scsi1". I think this section of documentation could be improved, as it wasn't clear to me 😅

However:

1. The first disk is still not resized. This may actually have duplicated another issue at this point 🤔
2. The second disk is not set to qcow2 like I would have expected.

Ok, let me run some tests in a similar configuration and I'll get back to you.

There could be some regression that was introduced in v0.13.0. If underlying storage supports the target format (NFS does), the provider should be able to do the conversion, like here: https://forum.proxmox.com/threads/convert-raw-to-qcow2.76077/
