The .csproj seems to be mandatory.
VS ignores the TargetFileName attribute in <TemplateContent>/<Project> and generates it based on user input, this is an issue from VS 2005. And VS requires the default .csproj extension, or you get "The template specified cannot be found..." error. It seems that the only way to modify the extension, is the IWizard.ProjectFinishedGenerating method, but you can't rename it, only use SaveAs. It seems to be a too ugly workaround.

Based on the experienced behaviour, project subtypes require .csproj extension, this issue is not feasible, I close it.
