I've just released pysrt 0.5.0 and pysrt3 0.5.0 which both accept no index or pure string index.
As for the VTT support, I tough about it something like 2 years ago, but it went nowhere.
The format is heavily inspired by SubRip, but it's still widely different (file header, comment support, etc).
The best solution may be to fork pysrt to create a pyvtt.
I let this open, please close it if 0.5.0 solve your issues.
