Ah the error is pretty verbose. You could also try use-all-ciphers but I guess that will not help eighter, since the server uses an unsafe renegotiation algorithm (that has nothing to do with ciphers).

I will make a fix that allows unsafe renegotiation with the -allow-insecure-ssl. I will ping you then.

They probably proxy external trafic through a balancer, that does the TLS negotiation for moodle... Thats why it could be that you get with external access the error, because you get the answer from the balancer instead of moodle.

Actually, --allow-insecure-ssl should work. What's the output if you add --allow-insecure-ssl to your --init command?

I just tested it with your moodle domain. --allow-insecure-ssl does work. I close this issue. If you still have problems, open a new one.
