Reuse certificates already loaded into memory about certmagic HOT 1 CLOSED

So... thinking on this a lot more... this is really difficult and not really that useful, it turns out. You still have to load a certificate from disk to see if it changed, and you have to decode it too -- by that point, you might as well just use it.

What we really want instead is a way to defer certificate loading until it is needed. This is basically what OnDemand does already, except that OnDemand assumes foreground cert management. When deferred, the initial load will require foreground management anyway, but after that the certificate could, in theory, be managed in the background.

For now, OnDemand suits everyone's needs I think, since I haven't encountered any deployment that needed deferred loading AND background management (except for the first load in which foreground can't be avoided) sooooo... I don't think there's anything to do here.
