Make the period that Ok/Error dialogs display configurable about habmin HOT 2 CLOSED

I think it's better for the Error dialog to close only by "OK" button. This way the user can't miss it and the time for reading the error message won't be an issue anymore.

If you allow me, I have another suggestion for the "OK" dialog. It could be replaced by a status text down in a global status bar or in a small popup dialog in the middle top area between tab buttons and openHAB status label. Then it should hide after 2.5 seconds. As I see the "OK" dialog is used for "positive action status acknowledgement", so it's not so important to be seen at the cost of blocking the whole UI for a 2.5 seconds with a dialog with mask.

The notifications have now been completely changed. Notifications now appear as kind of floating windows in the top right corner. Ok and Warning errors will close automatically while Errors need to be closed manually. I think this provides a neat solution - it's similar to the Mac notifications (roughly).

Times aren't currently variable, but maybe this doesn't matter now since you can continue to work while the notifications are displayed which was the core of the initial problem.
