Toggeling packs at runtime has been known to be (partially) broken for a while. But it also seems that there is an additional problem with the pack compatibility itself. Thanks for the detailed bug report.

Graphic packs should behave in 2.0+ as they did in 1.26.2f, so this seems like a bug on Cemu's side
