@cerner/terra I feel like this is no longer needed since terra-ui only presents documentation on the latest releases at this point.

I do not have any background knowledge on creating git webhooks, but I think we can utilize the PubSubHubbub hub to notify event changes and then terra-ui.com can subscribe to receive notice & trigger the build.
@mjhenkes I am wondering if you have any knowledge on this.

This may be possible with GitHub actions ?

Yes, possibly something like: https://developer.github.com/v3/repos/releases/#get-a-single-release. It's probably less important now with pulling the latest dependencies, unless a MVB occurs, which then we should be verifying.
Another option might be via travis: https://hiddentao.com/archives/2016/08/29/triggering-travis-ci-build-from-another-projects-build/

This is something I'm still interested in. I think it would be worthwhile to look into renovate
The idea with using renovate is that we could receive automated pull requests whenever dependencies need updating based on when we cut terra releases. I believe we could also have renovate do auto PR merging for minor and patch releases if TravisCI passes.

we've got a cron job, it's a good enough thing
