Clean up configure about tclb HOT 1 OPEN

It would be SUPER COOL, if we could pass build time options to Rtamplete.

What I mean is:

Dynamics.R/Dynamics.c.Rt

<?R if feature_enabled {
#.....
} else {
#.....
}

where you could compile like

make d2q9 -Dfeature_enabled=TRUE

or similar

Other/same thing, is if we could define multiple models that would share (parts) of Dynamics files and inherit others

So we could define model as
Dynamics.R.0.base
Dynamics.R.1.body_force
Dynamics.R.2.Symmetry_NS
Dynamics.R.3.ZouHe_WE
Dynamics.R.4.MRT

cat $(ls Dynamics* | sort) > Dynamics.R ???

and declare that this model inherits files from other one.
I think this should be quite simple to do. Base Dynamics.R/c.Rt could be "compiled"/"cat-ed" from base-model files and local-model files, with local file having precedence.
