Inline interpretations below section about regulations-site HOT 4 CLOSED

Specifically, right now if we have an interpretation of (b), but then we have paragraphs (b)(1) and (b)(2), the interpretation of (b) appears before (b)(1). Instead, we should have (b)(1), (b)(2) and then the interpretation of (b), indented at the correct level:

(b) Some content
    (1) Sub content
         ---Interpretation of (b)(1)---
    (2) More sub content
         ---Interpretation of (b)(2)---
     ---Interpretation of (b)---
(c) Next section

I was noticing that this is a little confusing today as well.

On the whole this may require a little more thought, but I think Jen's change is the first step.
