Builder pulls constraints from the relay
Note
One thing worth mentioning about this is it changes a bit the relationship between builders and relays. In current mev-boost, there is no interaction from the relay to the builder, but only the opposite when the latter sends bids to the former. Having a SSE setup in the builder implies that every relay will send data to every builder they know in form of events containing constraints.
Given that both parties trust each other there should be no major problems, but we should investigate further whether this adds more subtle consequences
from bolt.
