The current solution is working pretty well and I haven't seen any complaints since the first release of Fermion. I'll keep an eye out for any further changes in the spec and whatnot, but it's moving along very slowly, so mini.css will stick with its current solution for a long time most likely. I'll close this issue until further notice, as it is impossible to implement this feature in the near future. Feel free to comment if you are a traveller from the future who has information on the new spec and browser support!
