I took a look.
chef-validator.pem. This private key is created by the open source Chef Server on
startup and is located in the /etc/chef folder on the server after it is created.
The directory for Chef 11 Server's copy of the chef-validator private key file is /etc/chef-server, not /etc/chef
Also, you might want to consider linking to http://docs.opscode.com/config_rb_knife.html in this overall section.
Playing devil's advocate:
The validation_key attribute in the knife.rb must contain the validation key.
Not very clear or helpful.
"...must specify the full filesystem path of the validation private key."
