Where do cookbook dependencies get specified?

@brettchalupa they should be specified in metadata.[rb|json]
we'll need to grab them during the cookbook upload process and link Cookbook
instances together to their dependencies through some sort of a join table. We may also want to think through how we're going to do this for legacy cookbooks during the migration process.
