add ulimit support about circus HOT 6 CLOSED

Can you elaborate? Generally ulimits are set independently of the application, but I'm not sure which kind of options you want to set there.

So... I'm trying to do this now and can't find it in the docs. I also grep'd the code base for ulimit and didn't find it. Uh... help please?
