This feature surfaced again. If the underlying platform already has a primary and secondary set up through streaming replication and an auto-failover mechanism, then this task is the only remaining one for masterless.
When we looked at 2PC earlier, we found that we could be relying on it to propagate four types of state in the cluster:
- Distributed metadata
- Local shard metadata
- Local shard data (pg_shard: replication groups + Citus: \stage and append)
- Local database metadata (Create Role, Create Extension)

Removing 5.2 release tag from this issue. Keeping issue as open however to validate we've captured content in the other repo.
