The arrows between Dist TX 1 and Dist TX 2 represent the fact that "they blocked on each other" and this means a distributed deadlock, the diagram is not much about their execution order I believe.
Another question is does the diagram show that Citus will send the statements to worker in an order different from the order in user code?
No, if two distributed transactions are initiated from the same session, then the corresponding worker statements for them will be executed in the same order on workers.
