Actually, this issue needs to be flushed out with regards to CiviMail Mailer Settings located at Administer=>CiviMail=>Mailer Settings. This may be appropriate for the User Guide as applies to a Site Manager (vs System Administrator) to make the adjustments; the two roles are distinct and active in many environments whom have the wherewithall to make these settings.

Thoughts are to flush out a less wonky description of each setting then provide a tooltip bubble to view.
