Search should AND terms not OR terms about ckan HOT 4 CLOSED

This is already fixed in 2.0.

The rule is
"If there are less than 3 optional clauses, they all must match; for 3 to 5 clauses, one less than the number of clauses must match, for 6 or more clauses, 80% must match, rounded down"

So basically for 2 terms both must match i.e as if its an "and" but for 3 terms only 2 out of the 3 must match.
