Maybe we can do something similar to theme-compat (wp-includes/theme-compat)? Have a dedicated directory or file to keep track of block-related functions.
It would be nice if we could warn users during plugin/theme activation that it uses block-related functions? With a dismissable notice message when it's activated. Users might not be aware of it and some functionality might be missing due to it.

keep anything related that can use as compatibility into one directory would be a good way to keep track on everything.

Having a dedicated directory or file sometimes is a problem because for example WP_Screen::is_block_editor have to be coded in wp-admin/includes/class-wp-screen.php. Sure we can have a wp-includes/cp-wp-compat.php where we store functions like register_block_type().
I like the idea of warning users of the use of block-related stuff.
