Since go.19 usages of https://pkg.go.dev/golang.org/x/sys/execabs can move back to the default implementation https://go.dev/blog/go1.19

Thanks all for pointing out. This module is intentionally different from execabs
and Go 1.19 os/exec
in that simply ignores an executable found in the current directory on Windows, whereas Go 1.19 would throw an error in that case.
At GitHub CLI, we prefer the current directory be ignored (as it is with PATH resolution on other systems), so we're leaning in favor of this module rather than execabs
or new stdlib.
