Perhaps "custom" should add the following to settings after its finished creating the stemcell (but before trying to deploy it):
micro_bosh_stemcell_type: stable
micro_bosh_stemcell_name: micro-bosh-stemcell-aws-0.8.1.tgz

download_micro_bosh_stemcell could return the file name for the custom stemcell

Test plan: run "deploy --edge-stemcell" and after the stemcell is built, it should be stored in /var/vcap/store/stemcells and manifest.yml should be updated with micro_bosh_stemcell_name: micro-bosh-stemcell-aws-0.8.1.tgz
No need to actually upgrade the bost.
