This error commonly occurs when updating jobs that require re-attaching a persistent disk. I've seen it for several hours now.
I've found that deleting the VM in Azure Portal and/or changing storage accounts for that VM can help, but I have to rerun bosh deploy a lot before they all re-attach.

It is a known issue which has been fixed but it is not enabled in some clusters. Now all clusters are enabled for the fix. Close this issue. Please reactive it and tell us the VM's name if you hit it again.
