Just for the record, as I feel the team isn't really responsive here: The answer is most likely to co-locate https://github.com/cloudfoundry/os-conf-release/tree/master/jobs/user_add via bosh addons to all of your deployments and vms and add a specific backup user, which does have passwordless sudo enabled. vcap is by intention not in the list of passwordless sudoers, and has by default not even a usable password.

@voelzmo is correct. You will need to create a user for bbr to SSH into the BOSH Director VM.

You could use the jumpbox-user.yml ops file in your bosh create-env command. Or incorporate the changes made by the ops file in your BOSH Director manifest.

The jumpbox user is documented here. Then run bbr with username jumpbox and the jumpbox private key.
