Feature request: accept https_proxy about noaa HOT 4 CLOSED

@dkoper - this should be good now. Below is how I tested this.

Acceptance Notes

1. Setup a local proxy
2. Checked out a previous version of the noaa client before b4a216f
3. Built the firehose sample with https_proxy='localhost:8080' go run main.go
4. The proxy did not connect
5. Built the firehose sample with
   http_proxy='localhost:8080' go run main.go
6. Saw the connection made to the proxy
7. Checked out latest version of noaa client
8. Built the firehose sample with https_proxy='localhost:8080' go run main.go
9. Saw the connection made to the proxy
10. Built the firehose sample with
    http_proxy='localhost:8080' go run main.go
11. Saw the connection made to the proxy
