I tried building on Linux and it built a Linux executable (surprise-surprise), so I will most likely have to use a Windows PC, or wire up GitHub Actions with an artifact for deployment.
The latter is preferrable
from unitypackage_extractor.

Looks like GithubActions can do it with upload-artifact. It seems to be working now but need to test on an actual Windows machine

Really painful to get the 32 bit version built. pipenv seems to not care about the currently used version of python and will find another x64 version installed by setup-python. Had to explicitly pass the path so it's a brittle build now...
