pkg/ccl/serverccl/statusccl/statusccl_test: TestTenantCannotSeeNonTenantStats failed about cockroach HOT 1 CLOSED

I believe this is a flake. I looked into it with @kyle-a-wong and noticed a few things:

1. There's no actual failure being signaled here. Everything is marked as PASS.
2. The test run time in TeamCity is indicated as < 1ms, which makes me think that there's some spurious issue with the CI runner (perhaps it didn't run at all?)

Nonetheless, we did a quick investigation. The test aims to make a set of queries against an app tenant, and separately, a system tenant. The test then requests SQL Stats information from the status server, and verifies that each query made is represented in the response. Finally, it makes a final assertion that there's no overlap between the SQL stats responses returned by the app tenant server vs. the system tenant server. We ran the test locally 100 times and were unable to reproduce.

I'm going to close this and mark it as a flake for now. There's simply no debug information to go off of, since as noted before, there was no signaled failure that we can see. If it fails again, we can look deeper.
