This test was recently deflaked in #120387 by using a manual clock. That doesn't appear to have fully resolved the issue. The manipulation of the clock looks correct, so the only other thing that could be causing the flake is if the replica is losing raft leadership. But it shouldn't be due RaftElectionTimeoutTicks being set to a large value.

With some additional logging, we can see that the leader's lastUpdateTimes map only has 2 entries. It's missing an entry for the follower replica, even before we wedge it. It's surprising that this can happen, because the leader was able to replica an entry to the follower replica.
