Properly associating .phar files with PHP would solve this without needing any extra files.
Also, Windows is a broken platform for anything involving serving files (to include PHP) to begin with. Though that's a separate issue altogether, if you install VirtualBox and serve your files from a *nix VM, that will also bypass this annoyance. Most IDEs support SFTP access to your files so you don't have to leave the comfort of your current OS for the actual code-editing phase.
Oh, and this isn't a getcomposer.org website issue - it's more properly a https://github.com/composer/composer issue.

Agreed, not needed anymore, the docs explain how to do it, and the exe installer does it for you.
