Personally I want something how Mac OS X does toolbars, where you have the option of Icon only, Text only, or Icon and Text (default) and in this case also add Icon and Tooltip.
Thoughts?

Ooo I am a fan of options, that said I think that if it was desired to get a quick patch up vs a slightly longer path, just putting the Icon to the toolbar would be enough to satisfy me. I also think that If we went down the OSX route, I would probably put those options in the systems and settings somewhere. I could potentially also envision something like this for block selection where it displays a simple list, or a list with icons. But that's for another issue altogether.
