Please try

library(sommer)
packageVersion("sommer")
fit2 <- mmer(fixed=yield ~ 1 + location + year + location:year + location:year:block,
             random=~geno,
             data=dat)

The results are exactly the same. This is what you would call explicit nesting. If you want to extract the design matrices used in the model try using the return.param argument:

fit2 <- mmer(fixed=yield ~ 1 + location + year + location:year + location:year / block,
             random=~geno, return.param=TRUE,
             data=dat)

that will return the parameters used to fit the model instead of fitting the model.
