set_vlan actions don't work in sequence in group buckets about ofsoftswitch13 HOT 4 CLOSED

Also, is there a command to peek at the contents (buckets, type, etc) of a group? Right now I have to catch the group-mods with wireshark and that's kind of clunky.

Mark, it's possible to check the switch groups using the following commmand

dpctl <switch> stats-group-desc

I will try to figure out what is the cause for the problem.

The set_field was being replaced in the action set, because it's the behavior when there are more than on actions of the same type. But, set_field from different oxm types are not considered of the same type.

I fixed it on the last commit d77de8e.
