As to this Issue specifically, I would have to say that generally the reasoning for making an item "sticky" is to keep a useful User Interface item, such as a menu in the direct access of a user. The logo would not be considered something in that category I would think.
Additionally, making anything "sticky" has to be weighed against the fact that it directly affects the accessibility of the page in a way that can make it cumbersome for someone to get to the "sticky" menu through the keyboard only. It mostly offers an affordance to users not using a keyboard to navigate the site and those that are not visually impaired, while negatively affecting others in the process.

Therefore, I would have to say that this is likely a feature we would not plan on implementing.
