Revamp the way the containerizedWorkload controller do child resource garbage collection
from oam-kubernetes-runtime.

I think the current containerizedWorkload GC logic kinda cumbersome, need to think if there is a better approach. That part was not really a "good first issue", the adding test coverage part definitely is
from oam-kubernetes-runtime.
