Hello,
Thanks for your bug report. This has already been fixed and will be part of the next 2024.6.0 release.
In the meantime you can use the workaround you described yourself: run npm install instead of npm ci. As we instructed into the 2024.3.0 Upgrades notes.

Ah, sorry didn't see it fixed in the staging branch, I only looked at master.
The "problem" is that it breaks packaging that expects to use the lock file as is; I'll cherry-pick your commit instead.
