A couple of practical remarks on this:
The main challenge of localizations is keeping them in sync. We're already having a hard time maintaining the one version in English. And there are even lots of things we're missing.
There are a number independent localizations of the website and/or docs. All of them have been out of sync for years.
So my recommendation would be to keep a smaller scope instead of aiming big and then losing momentum.
If there's a community initiative to build a localized website for Crystal, we won't object to that and will provide assistance (to some extent).
Localized websites should be owned by the people who build them and operated on their own behalf. It should be clear that they're not official resources authorized by Manas.Tech or the Crystal Core Team.
You can use available materials and designs including the logo. If you choose to follow the visual language of crystal-lang.org we would ask to alter the look and feel in a way that it clearly identifies as a different resource and would not be mistaken for an official localized version of crystal-lang.org.
We can place endorsements on the official channels, for example linking localized websites on the community page.
We'll have to figure out what exactly to do with the language-code subdomains of crystal-lang.org. It probably doesn't make sense to continue them because that would suggest an official nature of the contents hosted on these websites. I figure redirects to external domains could be a good solution.

We're currently working on several important improvement in many fronts, so this one will have to sit a few months more before being properly taken care of. But it's definitively important, and it will be taken care of. I'll keep you posted. Similarly, feel free to call my attention to this when you feel like it. Moito obrigado!

So @dfop02, we've been discussing this with the team, and we think that a translation of the entire website is a daunting task that's likely to not succeed. We have two examples already of that:

https://ja.crystal-lang.org/ (better, but still outdated)
I guess the best way to have a local language Crystal page is to make it independent from the official ones. That way you can decide what needs to be translated. Do you want to translate every release announcement; every post from the past ~10 years? Sounds like too much work for little gain. Everything on the page is APL2.0, so you can take anything you need.
EDIT: I closed the issue, but that doesn't mean that we can't revisit it.
