improved behaviour for max_atomic and max_list ? about constructive HOT 3 CLOSED

For 1st cran release we need :

• max_atomic renamed to atomic.trim and moved to relevant methods rather than construct()
• max_list renamed to list.trim and ditto
• Thew default to Inf
• current behaviour with max_atomic = 0 will require atomic.trim = NA
• atomic.trim = 0 will be consistent with atomic.trim = 1, keep original length and use character(n) etc
• negative values mean we don't fill
• we forget about filling with NAs for now
• doc should not reference prototypes and should make clear using these args might not create evaluable code, they should also as they do know force check to FALSE and doc should talk about it.
