It's an interesting idea. However I wonder if we could not place this kind of settings outside the framework (or at least before running tests).
A rake task might be perfect for this.

Well, there are some use cases such as https://github.com/DatabaseCleaner/database_cleaner#rspec-example or cleaning a tmp/storage dir
