Yes, as far as I know the idea behind this would be to have two tracers one receiving the requests and one to set the headers for forwarding them.
If you think about it conceptually your gateway is a server and a client. It serves the frontend (I guess) and makes request to the underlying API in it's role as a client.

So it is ok to create spans in one tracer as children of other tracer's spans?

Yeah, I think so. Would you mind doing a PR for that to the docs? Maybe in a FAQ section, so that others have an easier time understating this?
