Add a register page about htmly HOT 3 CLOSED

This need additional programming, the config folder should writable by the server than we just need to creating new file inside users folder. This is a feature request 😄

In Version 2.4 there is a Function called create_user($userName,$password) it creates an user.
If were is already a user with this name, the Function returns false, else it returns true.

it is not the whole register-page, but it is somthing :)
